I use the line "It's ok to be quiet, but you still need to be polite." It validates who she is, and sets the expectation that it's not an excuse or that she's allowed to not participate. I have issues with shyness and such, and those ideas would have been helpful growing up. I will have to tuck these in my back pocket for someday!
